Taxes, prisons are hot topics

District 30 House of Reps. Tim Goodwin and Trish Ladner along with   Sen. Amber Hulse were on hand for a legislative cracker barrel that took place Feb. 22 at the Hill City Center.
About 70 people attended the event, with questions ranging from specific deregulation to protecting  the environment. By far the most questions posed to the panel was about libraries.

Keystone bulk water rates to rise

The town of Keystone will be changing its bulk water rates. A discussion at the Feb. 19 Keystone Town Board meeting showed bulk water rates are actually higher for residents of the town than they are for county residents.

Golden West brings some fiber

Greg Olson, company spokesman for  Golden West Telecommunications,  gave a presentation to about 35 people Feb. 12 at the Hill City Center. Golden West is bringing fiber to homes south of Hill City to the 244 interchange and east on Old Hill City Road.
Olson said the project is part of a state grant to bring fiber to all South Dakotans.
“These areas we’re serving came to us from the state and  we decided to bid for the project and got the project,” Olson explained.
He described the project as “pretty big” and says it will take a majority of the summer.

School board talks legislative session

The Hill City School District (HCSD) Board of Education held its second meeting of 2025 Feb. 10. Much of the discussion revolved around current legislation. Reports from 2024 were given and the board received some good news from superintendent Blake Gardner.
Board member Todd Grabow reported on attending one of the legislative crackerbarrels in Rapid City, at which Sen. Amber Hulse and Rep. Tim Goodwin were in attendance.

Deputy Waldrop shares current concerns

Although the streets of Hill City seem quiet, Pennington County Sheriff’s Office senior deputy Jim Waldrop still has concerns for citizens to be aware of. These include reporting thefts, locking cars, not leaving guns in cars and avoiding scams.
Regarding theft reporting, Waldrop said. “We got some reports of thefts being talked about on the local social media.”

Hill City Council and seniors reach agreement

After passionate words from the public, the Hill City Council approved the Hill City Senior Utilization Agreement of the Hill City Center.

Volunteer to help Hill City Senior Citizens Feb. 15

“Have a Heart, Do Your Part,” is the slogan for the Hill City Senior Citizen’s (HCSC) Volunteer Job Fair and Ice Cream Social Saturday, Feb. 15 from 1-3 p.m. at the Hill City Center.
The HCSC are looking for volunteers to help keep their many events, projects and community donations going strong in the coming year. To facilitate this, the seniors formed a volunteer committee about three weeks ago and appointed Hill City resident Merle Glenn as the chairwoman.

Tracy Spaans joins Prevailer staff

Keystone native and Hill City High School alum Tracy Spaans recently joined the Hill City Prevailer News team.
After receiving her degree in mass communications and communication arts from Black Hills State University, Spaans was able to pursue a career in graphic design and photography.
“It really has been a fun and rewarding field to go into. I enjoy working with other people’s ideas and making them come to life with my own creative style,” said Spaans.
Specializing in portrait photography, Spaans enjoys working with people.

Amber Hulse introduces property tax bill to Senate

South Dakota State Senator Amber Hulse said Senate Bill (SB) 191 effectively draws “a line in the sand for folks who have owned their homes prior to 2020 and folks who have bought in the last five years.”
Hulse introduced SB 191 Feb. 3 as “An Act to limit annual valuation increases on owner-occupied single-family dwellings and nonagricultural property.”

Keystone bugged by hotels draining pools

Keystone Public Works worked to rectify issues at the sewer plant after a pool discharged into the system.
Town public works supervisor Jerry Przybylski told the Keystone Town Board at its Feb. 5 meeting the bugs were destroyed by the discharge and that the “bugs came back for a little,” and then “it went south again.”  
Przybylski  spoke with a biologist who recommended liquid feed because the bugs were so young.
