Hill City Quilt & Fiber Arts Show this weekend

The Heart of the Hills Quilters are busy with final preparations for the 25th anniversary of the Hill City Quilt & Fiber Arts Show which takes place Saturday, Sept. 7 and Sunday, Sept. 8 at the Gins Gym from 9 a.m. to 4 p.m. daily. Admission to the show is $7 for adults and free for children under 18. 
Twenty-five years ago the show started as an all-outdoor event. Today quilts are still displayed at businesses along Main Street, but the majority of the quilts and fiber arts are exhibited at the Hill City school gymnasiums. 

Third annual Rubber Duck Race Saturday

Celebrate the end of summer with the Hill City Lions Club’s (HCLC) third annual Rubber Duck Race, Mini Carnival & Craft Fair Saturday, Aug. 31 at Memorial Park from 11 a.m. to 4 p.m. Parking will be available at Memorial Park and off Smokey Drive. 
“I would encourage people to come out because it’s going to be a fun-filled day. You can spend time with your family. It’s the last hurrah for the end of summer,” said HCLC president Stefanie Doaty. “This is just a nice thing for the locals that we like to do. It’s just going to be a very fun day for us all.” 

Things get heated in Keystone after contacting fire marshall

Keystone Area Historical Society (KAHS) had two meetings in the span of a few days to address the Keystone Museum and vacancies from its board, and people packed into the Keystone Community Center for its Aug. 23 meeting.
During that meeting it was revealed that the current lease between KAHS, which runs the museum, and the town, which owns the museum building, was not renewed in January. 

Defunding possibility looms in Keystone

Keystone budget hearings continued Aug. 21 with trustees preliminarily deciding to defund both the Keystone Chamber of Commerce and the Keystone Area Historical Society.
Keystone trustees decided to move in another direction rather than fund the Keystone Chamber of Commerce for another year despite a presentation from chamber of commerce board members Melody Heinis and John Wells.

Change order approved

Keystone Town Board of Trustees approved a change order for the Roy Street bridge projects. The approval, given at the board’s Aug. 21 meeting, is a result of rising material costs and Federa Emergency Management Agency delays to the project. 
One bridge was originally  $474,035.02  and has now increased to $479,939.42. The other is now going to cost $694,087.69, up about $14,000 from the original bid.

City tightens 2025 budget

Some challenging decisions were made by the Hill City Common Council (HCCC) to balance expenses and requests with the available funding for the city’s 2025 budget. It came to a preliminary total of $3,550,054.46. 
At the first budget meeting July 11, council president Lori Miner said the city completed water and sewer facility master plans earlier this year that outlined approximately $30 million worth of projects. These reports are going to be submitted to the State Water Plan this fall with a funding request for $18 million. 

Board approves million-dollar purchase of one-acre parcel

Hill City School Board (HCSB)  members voted to purchase a 1.02-acre lot from Isaac Almanza for $1 million. The 4-1 vote came at the Aug. 12 HCSB meeting.

County budget talks continue

Wages and buildings topped the budget portion of the most  recent Pennington County Commission meeting Aug. 6. 
County Commissioner Deb Hadcock once again was a vocal opponent of the county spending plan. 
Hadcock made a motion for the auditor to come up with the amount spent on buildings in the last five years, including things like full-time employees, furniture, utilities and insurance.
Hadcock said, “We started buying buildings from the Care Campus until now, what are those costs? How did we pay for them?”

Sunset Creek resurfacing bid packet approved

The plans are in for the Sunset Creek resurfacing project in Hill City. These were prepared by Callen Hecker, a project engineer with AE2S, and were presented to the Hill City Common Council at the Aug. 12 meeting. 
Alderman Ethan Walker said he only had one question: “How do you feel realistically about the costs?” 

Complaint leads to museum closure

In an unexpected move, the Keystone Town Board voted to close the Keystone Museum and Schoolhouse effective immediately. 
The move came after an executive session at the town’s Aug. 14 budget hearing.
It arose out of a formal complaint to the state fire marshall that led to a local fire department inspection. The department gave the town a preliminary list of concerns prompting town board action. The motion made it clear the museum was not to be occupied until the issues could be fixed.
